This protein is created by fusing two genes together with the TetR coding region followed by mRFP.
This is a fusion protein coding region of TetR and mRFP. When the gene is expressed, both TetR and mRFP expresses the protein. The mRFP acts as a reporting mechanism to visually confirm if TetR is being expressed. When TetR is not being expressed, the mRFP is not expressed.
This part is useful instead of just having a TetR coding region because it is a way to visually confirm expression without DNA sequencing.
